Opposition’s Continuous Agitation Does Not Prevent Passing of Tribe’s Quota Bill and Manipur solution

The Monsoon Session of Parliament experienced considerable uproar and multiple adjournments as Opposition members demanded debate on alleged deletions from voter rolls as part of Bihar’s special intensive revision (SIR). Amid the stalemate, the government successfully approved several significant pieces of legislation.

Opposition Remains Firm on “Votebandi” Discussion

The Congress-led INDIA bloc, so called for the new opposition alliance, reiterated that no parliamentary business would proceed until the Election Commission’s alleged “votebandi” issue is put to a thorough discussion. Rajya Sabha Chair and Deputy Chair have stated that they will not entertain notices under Rule 267, as those matters are sub judice, and suggested that shorthand notes during Zero Hour be tabled for discussion.

Goa Assembly Scheduled Tribes Quota Bill Passes

Goa ST Representation Bill Cleared in Lok Sabha – Parliament has successfully passed legislation to readjust Scheduled Tribe representation in Goa’s Assembly constituencies. The bill ensures that reserved seats for Scheduled Tribes are guaranteed in the State Assembly. This bill was considered without a full discussion, as the proceedings were dominated by opposition slogans relating to the SIR matter.

Presidents Rule Activation in Manipur Extended

Both Houses approved the extension of President’s Rule in Manipur for another six months beyond August 13, 2025. The government defended the decision, citing ongoing security challenges, while Opposition leaders voiced concerns that the intervention has not yielded visible improvements in law and order.

Security Protocol Controversy in Rajya Sabha

Tensions escalated when Leader of Opposition Mallikarjun Kharge alleged that CISF personnel entered the well of the Rajya Sabha during protests. Deputy Chairman Harivansh and Union Minister Kiren Rijiju refuted the claim, clarifying that only parliamentary marshals were present and accusing the Opposition of misleading the House.

Legislative Progress Despite Turmoil

While the session has been marred by disruptions over the Bihar voter list issue, the government moved forward on legislative priorities, including tribal representation in Goa and maintaining stability in Manipur through extended President’s Rule. The session, which began on July 21, is scheduled to conclude on August 12, 2025.
