₹259.09 crore allocation strengthens universities to support free graduation scheme without affecting quality

New Delhi: The Kerala government has made a historic move in the 2026–27 State Budget by extending free education up to the undergraduate level for Arts and Science students. Finance Minister K.N. Balagopal announced a major education reform while presenting the Kerala Budget 2026–27 in the Legislative Assembly on January 29, 2026. He described the decision as a strong move toward educational equality and social justice, saying it would help every student dream bigger without worrying about money.

Until now, Kerala offered free education only up to Class 12. However, with this latest announcement, the state has extended free education to the undergraduate level for Arts and Science students. As a result, thousands of students can now complete their college degrees without paying fee, marking a new chapter in Kerala’s long-standing dedication to education.

Who will get the benefit?

Under this initiative, the government would provide free education to students enrolled in government and aided Arts and Science colleges throughout Kerala. Importantly, the benefit is offered to all eligible undergraduate students, regardless of their family income. This ensures that education is available to all members of society.

The government hopes to alleviate families financial burdens by fully eliminating the cost of education. At the same time, the move will encourage more students to continue their studies after school. The decision is expected to help middle-class and economically weaker students the most, as many of them often drop out due to rising college expenses.

Universities Get More Help

In addition to the ₹259.09 crore allocation, the budget has set aside ₹851.46 crore for universities and higher education projects. This money will support important reforms such as:

• Implementing a four-year undergraduate degree program.
• Implementing academic improvements proposed by the State Higher Education Council.
• Improving campus amenities and instructional systems.

These initiatives demonstrate that the government is not simply eliminating fees, but also transforming higher education in the future.

Student support continues.

The budget also increases support for students in early levels of schooling. It comprises ₹7.9 crore for scholarships for Plus Two students from Below Poverty Line (BPL) families, ensuring financial help for those in need.

• ₹14,500 crore for social security pensions and welfare schemes
• The formation of the 12th Pay Revision Commission for government employees
• Major infrastructure developments, including the Regional Rapid Transit System (RRTS) between Thiruvananthapuram and Kasaragod.
• Increased support for women’s safety through the Chief Minister’s Stree Suraksha Scheme.
• Together, these efforts show the government’s commitment to inclusive growth and people-centered development.

Education experts believe that free graduation will boost enrollment in Arts and Science colleges, particularly among first-generation students and those from rural areas. They also expect the strategy to increase job possibilities, promote lifelong learning, and boost Kerala’s position as one of India’s most educated states.

Although many people have welcomed the decision, experts point out that some challenges still remain. To keep undergraduate education free, the government must ensure regular funding and strong planning.
