Heated exchanges in Rajya Sabha highlight clash over parliamentary rules, free speech, and restrictions on Rahul Gandhi’s remarks in Lok Sabha
New Delhi: Tensions flared in Parliament on Wednesday as sharp exchanges between the government and the Opposition brought Rajya Sabha proceedings to a halt. The confrontation highlighted widening cracks over parliamentary conduct, procedural rules, and the Opposition’s right to speak, especially after restrictions were imposed on Congress leader Rahul Gandhi in the Lok Sabha.
Rijiju Raises Objections
To begin with, Union Parliamentary Affairs Minister Kiren Rijiju used the floor of the Rajya Sabha to question Rahul Gandhi’s conduct. Addressing the Chair, Rijiju urged Congress president Mallikarjun Kharge to intervene and ensure adherence to parliamentary norms.
He stressed that members must respect established procedures and reminded the House that issues strictly related to Lok Sabha proceedings cannot be raised in the Upper House. Rijiju argued that repeated disruptions were preventing Parliament from conducting its scheduled business smoothly.
Order Versus Disruption
Meanwhile, Rijiju said that continued interruptions were undermining the functioning of Parliament at a crucial moment. He pointed out that members were waiting to hear important statements, including the Prime Minister’s scheduled address, and insisted that order must be maintained.
Referring to the Opposition’s protests, Rijiju remarked that if Congress MPs chose not to listen to the Prime Minister, that was their decision. He further alleged that Rahul Gandhi, the Leader of Opposition in the Lok Sabha, was not adhering to established rules of parliamentary conduct.
Kharge Responds Strongly
Soon after, the political atmosphere intensified when the Chairman of the Rajya Sabha granted special permission to Mallikarjun Kharge to speak. Kharge strongly criticised the Lok Sabha Chair’s decision to disallow Rahul Gandhi from quoting certain material during his address.
Mallikarjun Kharge called the move unfair and undemocratic. He argued that stopping the Leader of the Opposition from speaking weakened parliamentary democracy. According to him, such restrictions set a dangerous precedent and limited the Opposition’s ability to hold the government accountable.
Focus Shifts Sharply
As a result, Kharge’s remarks moved the debate beyond procedural details to larger concerns about democratic rights and freedom of expression inside Parliament. Opposition MPs backed his argument, claiming the government was selectively using rules to silence dissenting voices.
They stressed that Parliament exists for open debate and discussion, not for blocking uncomfortable questions through technical objections.
House Erupts Protests
Following Kharge’s intervention, the Rajya Sabha erupted in loud protests. Opposition MPs raised slogans and accused the government of trying to muzzle them. The continuous uproar disrupted proceedings and forced the Chair to repeatedly appeal for order.
Despite these appeals, Opposition leaders stood firm. They said their protests reflected a fight for democratic principles, not a disregard for parliamentary procedure.
Government Hits Back
Meanwhile, government members pushed back strongly. BJP leaders said the disruptions themselves violated parliamentary norms and stalled the House’s functioning. They argued that disorder was delaying important legislative work.
They also reiterated that parliamentary rules exist to ensure structured debate and must apply equally to all members, regardless of political affiliation.

Lok Sabha Trigger Point
The confrontation traces its roots to developments in the Lok Sabha. During the Motion of Thanks to the President’s Address, Rahul Gandhi was stopped from quoting certain material. He had attempted to raise sensitive national security issues, including references to the 2020 India-China military standoff in eastern Ladakh.
He also sought to quote from an unpublished memoir of former Army Chief General M.M. Naravane. The Chair objected, citing rules that bar references to unpublished material and sensitive security-related content.
Opposition MPs Suspended
As protests intensified in the Lok Sabha, the Speaker took disciplinary action and suspended eight Opposition MPs for unruly behaviour and repeated disruptions. This decision further angered Opposition benches, with leaders calling the suspensions excessive and politically motivated.
The government defended the move, saying repeated violations of House rules left the Chair with no choice but to act to restore order.
Deadlock Spreads Across Houses
Consequently, restrictions on Rahul Gandhi’s remarks and the suspension of Opposition MPs triggered protests that soon spilled into the Rajya Sabha. The confrontation widened into a full-blown parliamentary standoff, leading to repeated adjournments and sharply reduced productivity.
The chaos also disrupted scheduled business, including planned statements, as sloganeering and protests continued in the Lok Sabha.
Democracy Versus Procedure
At the core of the clash lies a fundamental disagreement. The government insists parliamentary rules clearly define what can be discussed and where, especially on national security matters.
In contrast, the Opposition argues that these rules are being applied selectively to block debate and suppress its voice. They maintain that both Houses of Parliament share equal responsibility to discuss issues of national importance.

Ultimately, the standoff underlines deepening tensions between the ruling BJP and the Opposition over parliamentary conduct, democratic rights, and legislative accountability. With neither side willing to step back, repeated disruptions have marked the Budget Session.
Political observers believe the outcome of this confrontation could shape future parliamentary norms. For now, sharp exchanges continue to overshadow debate, leaving Parliament trapped in a prolonged deadlock.
