At a two-day Ministry of Road Transport review meeting, Rajasthan highlighted its technology-driven enforcement, transparent transport systems, and citizen-focused road safety initiatives aimed at reducing accidents and improving governance.

Rajasthan has emerged as a key example of technology-led road safety governance, as the state presented its comprehensive and transparent transport reforms at a two-day high-level review meeting of the Ministry of Road Transport and Highways in New Delhi.
Addressing the concluding session at Bharat Mandapam, Rajasthan Deputy Chief Minister and Transport Minister Dr. Prem Chand Bairwa outlined how digital innovation and strict enforcement are transforming road safety and transport administration across the state. The meeting was chaired by Union Road Transport and Highways Minister Nitin Gadkari.
Dr. Bairwa said Rajasthan has introduced e-detection systems at over 150 toll points to identify vehicles operating without valid permits, fitness certificates, tax payments, or pollution checks. The initiative has led to the issuance of lakhs of challans and the recovery of nearly ₹500 crore in penalties. To further strengthen enforcement, the department is working on an automated challan system and exploring integration with FASTag for seamless penalty collection.
He added that e-Ravanna permits issued for mining vehicles have now been integrated with the e-challan system to curb overloading, with a 15-day compliance notice already issued. To ensure transparency and ease of access, all transport-related online services are now available exclusively through the Citizen Portal, while physical entry into offices has been discontinued.

Highlighting governance reforms, Dr. Bairwa said duplication in vehicle software has been largely eliminated. Under CSR initiatives, 25 driving test tracks are being converted into fully automated facilities, with eight already operational. Cash transactions have been completely phased out, with challan payments now accepted only via UPI and cards. To prevent misuse, registered rent agreements have been made mandatory for vehicle registration and driving licence issuance.
Road Safety Month and Welfare Schemes
Under National Road Safety Month 2026, Rajasthan has prepared a daily activity calendar across all 41 districts, focusing on education, enforcement, engineering, health, and emergency response. The month-long campaign aims to reach over two crore citizens, with all activities documented on the My Bharat Portal.
Dr. Bairwa also highlighted key welfare initiatives, noting that 215 Good Samaritans have been honoured under the Chief Minister Ayushman Jeevan Raksha Scheme with incentives and certificates. Under the Chief Minister Ayushman Road Safety Scheme, accident victims receive free treatment for up to 72 hours, benefiting more than 30,000 people so far. Additionally, assistance has been disbursed in over half of the registered cases under the Hit and Run scheme.
Data-Driven Safety and Future Roadmap
Since October 2021, over 1.32 lakh road accidents have been recorded on the e-DAR portal, with e-DAR IDs now mandatory in all FIRs. The Road Safety Mitra Programme has already identified volunteers in 12 districts, with instructions issued to onboard volunteers across the remaining districts.
Dr. Bairwa noted that eight districts from Rajasthan are among the country’s 100 highest fatality districts, where focused, priority-based interventions will be implemented. He also proposed including commercial four-wheelers under Bharat NCAP 2.0 and lowering intracity bus floor heights to improve accessibility for persons with disabilities.
He further informed that amendments proposed under the Jan Vishwas Act 2.0 include expanding dealer definitions, mandating trade certificates, installing panic buttons and vehicle tracking systems in state buses, and enabling live bus tracking through mobile apps.
Through these reforms, Rajasthan aims to set new benchmarks in road safety, enforcement, and citizen-centric transport governance.
The meeting was also attended by Rajasthan Transport Commissioner Purushottam Sharma and Officer on Special Duty Bhagwat Singh.
