Focus on investment, jobs, and ease of doing business drives Bihar’s industrial progress
New Delhi: A press conference was held today by the Department of Industries, chaired by Hon’ble Minister Dr. Dilip Kumar Jaiswal, to showcase the department’s achievements for the financial year 2025–2026, with senior officials including Shri Kundan Kumar in attendance.

Bihar’s Industrial Growth Gains Momentum
Addressing the media, Dilip Kumar Jaiswal stated that Bihar’s industrial development continues to gain strong momentum. Under the visionary leadership of the Hon’ble Chief Minister, the State Government is transforming Bihar into a strong industrial ecosystem. Moreover, it is strengthening investor confidence. With strong governance and policy stability, Bihar has built continuous stakeholder engagement. As a result, it has created an industry-friendly environment and emerged as a key growth engine of Eastern India.
Ambitious Investment and Employment Targets
He further highlighted that the State has set an ambitious target of attracting ₹50 lakh crore in investments and generating 1 crore employment opportunities over the next five years. This vision is being actively supported by the rapid expansion of expressways, development of industrial corridors, strengthening of logistics infrastructure, improved connectivity, and creation of world-class industrial townships.
Policy Vision Under Saat Nischay–3
Industrial development has been accorded top priority under the “Saat Nischay–3 (2025–2030)” vision of “Prosperous Industries – Empowered Bihar.” In line with this vision, the Department has undertaken several key initiatives and achieved significant milestones during FY 2025–26.
Key Policy Reforms and Institutional Framework
During the press conference, officials highlighted major policy decisions. Moreover, they constituted three high-level Apex Committees. They also approved the establishment of an MSME Directorate. Additionally, they formed the Bihar State Marketing Authority (BSMA) to promote branding and market access for MSMEs and rural enterprises.
New Industrial Policies and Sectoral Push
The State has also launched the Bihar Industrial Investment Promotion Policy (BIIPP), 2025—one of the most competitive incentive frameworks in the country—and approved the Bihar Semiconductor Policy, 2026, aimed at positioning Bihar as a technology hub in Eastern India. Sector-specific policies covering logistics, exports, textiles, and startups have further strengthened the policy ecosystem.
Global Roadshows and Investor Outreach
To enhance investor engagement, the Department conducted a series of national and international roadshows across Bangkok, Bengaluru, Kolkata, New Delhi, and Mumbai, helping attract investments and gather valuable stakeholder feedback.

Investment Performance and Land Allocation
Highlighting investment performance, the Department said it received 747 investment proposals during FY 2025–26. Moreover, proposed investments exceeded ₹17,217 crore. Additionally, it allotted 404 acres of land to 317 investors through BIADA. As a result, this generated ₹5,500 crore investment potential and over 22,500 jobs.
Ease of Doing Business Reforms
Significant progress has also been made in improving the Ease of Doing Business in the State. Bihar has integrated with the National Single Window System (NSWS). Moreover, it has implemented key reforms aligned with the Jan Vishwas Act. Labour reforms have enabled flexible industrial operations. Meanwhile, the government has introduced provisions to expand women’s participation with proper safety measures.
Major Industrial Projects Underway
The government is developing several major industrial projects. For instance, it is building an Integrated Manufacturing City at Gaya under AKIC. Moreover, it is developing textile and manufacturing clusters. Additionally, it is setting up a Mega Food Park at Damodarpur. Meanwhile, it is building a multi-modal logistics park and proposing a Fintech City at Fatuha.
PPP Initiatives and Urban Development
Under PPP initiatives, approvals have been granted for the development of five-star hotels in Patna and a Solid Waste Management system in the Patna cluster. A proposal for setting up an Electronic Park under PPP mode is also under consideration.
Land Acquisition for Industrial Expansion
In terms of land acquisition, over 13,343 acres across 24 districts have been approved for industrial development, including 1,670 acres acquired for the AKIC project.
Global Outreach Through Bihar Foundation
The Bihar Foundation continues to expand its global footprint, with 47 chapters established across India and abroad, alongside initiatives such as Bihar Diwas celebrations and plans to set up Integrated Centres in major cities.
Startup Ecosystem Sees Rapid Growth
The State’s startup ecosystem has also witnessed remarkable growth, with 109 startups registered in FY 2025–26 and a total of 1,653 startups supported so far. Financial assistance exceeding ₹92.2 crore has been disbursed, including support to 242 women-led startups.
Support Through Government Schemes
Under the Mukhyamantri Udyami Yojana, financial assistance of ₹3,242 crore has been provided to over 44,179 beneficiaries, with more than 6.5 lakh applications received in 2026 alone.
Under the Prime Minister’s Employment Generation Programme (PMEGP), ₹36,058.31 lakh has been sanctioned to 3,473 beneficiaries, with ₹10,527.10 lakh disbursed so far, along with ₹131.10 crore in subsidies to 4,427 beneficiaries.
Performance Under Central Schemes
Bihar has also emerged as a leading performer under the PMFME scheme, with loan disbursements exceeding ₹468 crore during FY 2025–26 and cumulative disbursement surpassing ₹1,345 crore.
Growth in Handloom, Silk, and Khadi Sectors
In the handloom and silk sector, ₹171.45 lakh was disbursed to 1,143 weavers, while production of 68.02 metric tonnes of raw silk was recorded. Khadi and village industries also witnessed strong growth, with Khadi Mall, Patna recording sales of ₹22 crore during the year.
Support for Artisans and Traditional Crafts
The Upendra Maharathi Shilp Anusandhan Sansthan (UMSAS) recorded procurements worth ₹6.77 crore and sales of ₹3.60 crore, while also supporting artisans through toolkits and exhibitions at national platforms.
Commitment to Inclusive Industrial Growth
The Government of Bihar reaffirmed its commitment to building a robust, inclusive, and future-ready industrial ecosystem through progressive policies, infrastructure development, and promotion of entrepreneurship, paving the way for sustained economic growth and transformation.
