Brihanmumbai Municipal Corporation blacklists B62 Studios for breaking safety rules during Dhurandhar 2 filming, raising questions about March 19 release
The Brihanmumbai Municipal Corporation (BMC) has blacklisted Aditya Dhar’s production company, B62 Studios, for breaking safety rules during the filming of Dhurandhar 2 in Mumbai’s Fort area. The authorities said the crew used flammable props and generator vans without permission, even after receiving warnings.
Officials said the production repeatedly ignored the rules mentioned in its filming permissions, forcing the civic body to take strict action.
Safety Violations Reported
The BMC reported several violations during the shoot:
The crew used lit torches and flammable objects on a terrace set, instead of using visual effects (VFX) as promised.
Two generator vans were operated without official permits.
Police confiscated five torches during a night shoot after complaints from local residents.
Shooting occurred on a building terrace without approval, raising safety concerns for both the crew and the public.
These violations were documented in a report sent to the Deputy Municipal Commissioner (Zone 1), which approved the recommendation for punishment.
Blacklisting and Penalties
The BMC has officially blacklisted B62 Studios and two people involved in obtaining film permissions. They will not be allowed to apply for future filming permits in Mumbai through the Maharashtra Film, Stage and Cultural Development Corporation’s system.
In addition, the BMC:
Forfeited a ₹25,000 security deposit submitted by the production.
Recommended a ₹1 lakh fine for violations, including unpermitted terrace shooting and unauthorized equipment use.
Officials said these actions aim to ensure strict compliance with safety rules in the city’s film industry.
Industry Reacts Strongly
The All India Cine Workers Association (AICWA) criticized the violations. Its President, Suresh Shyamlal Gupta, said:
Safety rules must be followed strictly to prevent accidents on set.
No production house, no matter how big, is above the law.
AICWA also warned that rushing film shoots often leads to ignoring basic safety guidelines, and praised the BMC for taking action.

Release Date Status
Despite the blacklisting, industry sources say Dhurandhar 2’s March 19 release is still on track. The blacklisting affects future shooting permits, not ongoing filming or post-production work that does not require new permissions.
Co-producer Jio Studios has not announced any delay. The film stars Ranveer Singh, Sanjay Dutt, Arjun Rampal, and R. Madhavan, and is highly anticipated by fans.
Franchise Background
The first Dhurandhar (2025) was a box-office hit, earning over ₹1,300 crore worldwide. The sequel carries high expectations, making compliance with safety and municipal rules especially important.
The blacklisting has sparked discussions about on-set safety and shows that even big Bollywood productions must follow all rules.
Conclusion
The BMC’s decision to blacklist B62 Studios comes after repeated safety and permit violations during Dhurandhar 2 filming. The production faces fines and restrictions for future permits, but the March 19 release is expected to proceed as planned.
Industry bodies like AICWA support strict enforcement, emphasizing that safety and legal rules cannot be ignored, even for major films.
