Dr K A Paul Proposes Seven Reforms to Strengthen Women's Safety

Dr K. A. Paul has proposed seven reforms, including fast-track courts, police accountability and victim support, following an alleged attack on a schoolgirl in Andhra Pradesh

New Delhi: Dr. K. A. Paul has proposed seven measures to improve women’s and children’s safety following the alleged attack on a 14-year-old schoolgirl in Raptadu, Anantapur district, Andhra Pradesh.

The President of the Global Peace Initiative and Praja Shanti Party condemned the reported incident and demanded swift legal action against the accused. In his November 2 statement, he also called for stronger police accountability, faster trials and better support for victims.

Seven Demands for Stronger Protection

Paul outlined the following reforms:

1. Dedicated Fast-Track Courts

He called for more dedicated fast-track courts to handle crimes against women and children. He said authorities must ensure timely investigations and speedy trials.

2. Greater Police Accountability

Paul demanded strict action against police officers who neglect their responsibilities or deliberately delay investigations. He said authorities should consider disciplinary action, suspension or prosecution wherever warranted.

3. Equal Justice Under Article 14

He stressed that wealth, political influence, caste and family background must not affect the administration of justice. According to him, powerful individuals must face the same legal process as ordinary citizens.

4. Media and Parliamentary Responsibility

Paul urged media organisations to report wrongdoing without fear or favour. He also called on Members of Parliament to raise cases involving injustice and official negligence.

5. Parental Guidance

He highlighted the role of parents in guiding children about friendships, online activities, discipline and responsible behaviour.

6. Awareness About Consent and Respect

Paul called for greater awareness among young men about consent and women’s right to make their own choices. He said rejection of a relationship or marriage proposal can never justify violence.

7. Legal and Social Support for Victims

He urged social activists, women’s organisations and human rights groups to work together to provide victims and their families with legal assistance, protection and support.

Supreme Court Directions Need Implementation

Paul also referred to the Supreme Court’s July 25, 2019 directions in Suo Motu Writ Petition (Criminal) No. 1 of 2019. The directions address timely investigations and speedy trials in cases of sexual offences against children under the POCSO Act.

He called for the effective implementation of dedicated special courts, High Court-level trial monitoring and special police task forces.

Calls for Action After Andhra Pradesh Incident

The statement followed reports of an alleged attack on a 14-year-old girl in Raptadu. According to the statement, the accused, a 21-year-old man, allegedly attacked her after she rejected his romantic advances.

Paul appealed to central and state governments, the judiciary, police leadership, Parliament and civil society to take steps to strengthen safety measures.

He said better implementation of laws, public awareness and institutional accountability are necessary to protect women and children.
