Grok AI Controversy Deepens: Why IT Ministry Remains Unconvinced by X’s Response

Government Seeks Fresh Details From X as Concerns Grow Over Grok AI Misuse and Platform Safeguards

The controversy surrounding Grok AI, the chatbot developed by Elon Musk’s xAI and integrated into X (formerly Twitter), continues to intensify in India. Despite X submitting a response to the government, officials in the IT Ministry remain unconvinced, calling the reply detailed but incomplete.

Authorities say X has failed to clearly explain the scale of the problem, the action taken so far, and the steps planned to prevent future misuse.

What Triggered the Grok AI Controversy

The issue surfaced after reports revealed that Grok AI was being misused to generate vulgar, obscene, and sexually explicit AI-generated content. Much of this content allegedly targeted women, while some cases also involved minors, raising serious concerns around safety, dignity, and privacy.

Officials noted that users created fake accounts and used AI prompts to manipulate images in a derogatory manner. The ministry described this as a serious failure of platform-level safeguards and a clear breach of responsible AI use.

The controversy quickly attracted global attention. Regulators in France, the United Kingdom, Malaysia, and other countries raised similar concerns and began seeking explanations from X and xAI.

IT Ministry Steps In and Issues Strong Warning

The Ministry of Electronics and Information Technology (MeitY) formally took up the issue after such content appeared on X. The ministry directed the platform to immediately remove all vulgar, obscene, and unlawful content.

Officials stressed that platforms must protect users, especially women and children. They also warned X of strict consequences if it failed to act in accordance with Indian law.

X Submits Reply, but Gaps Remain

X submitted a written response to the IT Ministry, outlining the steps it claimed to have taken. The platform said it had removed illegal content and was introducing additional guardrails and refining AI safety measures around Grok.

X also stated that it enforces its terms of service and suspends or bans accounts that misuse AI tools to create unlawful content.

However, officials reviewing the response found significant gaps.

Why the Government Is Still Not Satisfied

Government officials described X’s reply as inadequate. They said the submission:

  • Did not mention exact numbers of posts taken down
  • Failed to clarify what enforcement action was taken against offending accounts
  • Lacked clear details on future safeguards to prevent misuse

Because of these shortcomings, the IT Ministry has now formally asked X to submit fresh and complete information. Authorities have demanded exact takedown numbers, details of enforcement actions, and concrete plans for future prevention. X has been instructed to respond immediately.

No Public Explanation From X So Far

Despite the seriousness of the issue, X has not released any public statement through its official handles. The platform has not explained what it submitted to the government or what steps it has taken so far to address the problem.

This silence has added to the government’s concerns.

Earlier Deadline and Action Taken Report

Earlier, the IT Ministry had given X additional time until Wednesday evening to submit an Action Taken Report. This came after a strong warning over the generation of sexually explicit content using Grok and similar AI tools.

Officials expected a clear and transparent account of actions taken during that period. The ministry now believes that expectation has not been fully met.

What the IT Ministry Is Demanding Now

The government has made its position clear. Officials reminded X that safe harbour protection under Section 79 of the IT Act applies only when intermediaries follow due diligence rules.

Authorities warned that platforms that fail to act after receiving official notice can lose legal immunity. Such platforms may then face action under Indian law, including provisions of the Bharatiya Nyaya Sanhita.

The ministry has directed X to:

  • Remove all unlawful content without delay
  • Enforce strict AI usage rules
  • Suspend or ban violating accounts
  • Preserve evidence related to misuse for investigation

Global Regulators Raise Similar Concerns

India is not alone in flagging the issue. Regulators in the United Kingdom and Malaysia have raised similar alarms. The UK’s media regulator Ofcom has sought urgent explanations from X and xAI over Grok’s content outputs.

The growing international scrutiny has intensified pressure on the platform.

What Happens Next

The IT Ministry is now waiting for clearer answers and concrete action from X. Officials say the next response will play a crucial role in determining the government’s next steps.

Until then, the Grok AI controversy remains unresolved, highlighting the increasing challenge of regulating AI tools and holding platforms accountable in the digital age.
