Tamil Nadu CM Vijay announces a ₹1,200 crore new Secretariat and Assembly complex in Chennai, along with an Olympic City and Motor Sports City.
New Delhi/Chennai: Preparations are underway for a major overhaul of Tamil Nadu’s administrative setup. On Thursday, Chief Minister C. Joseph Vijay announced the construction of a new Secretariat and Assembly complex in Chennai under Rule 110 in the Legislative Assembly. Estimated to cost around ₹1,200 crore, this new integrated complex will span an area of approximately 20 lakh square feet. The government’s objective is to consolidate various state departments into a single modern administrative complex and create infrastructure that meets future administrative needs.
Alongside the announcement of the new complex, Chief Minister Vijay also unveiled two other major sports-related projects. Plans were announced to develop a ‘Tamil Nadu Olympic City’ in Chennai and a ‘Motor Sports City’ in the state. Together, the three initiatives are being seen as significant steps towards strengthening Tamil Nadu’s sports and administrative infrastructure.
Why is a New Secretariat Needed?
The Tamil Nadu government currently operates from the historic Fort St. George complex. While this building holds a significant place in the state’s administrative history, the growing number of government departments, officials, and staff over time has led to space constraints.
From an operational standpoint, the current Secretariat arrangement lacks full integration, with some government offices functioning from separate locations. According to the Chief Minister, while the responsibilities of government departments and the workforce have expanded significantly over the decades, the existing infrastructure has not kept pace with this growth.
A large portion of Fort St. George holds historical and archaeological significance, limiting the scope for new construction or large-scale expansion within the complex. The government argues that creating a modern, integrated Secretariat complex has become essential to meet future administrative requirements.
New Complex to Span 20 Lakh Square Feet
As announced by Chief Minister Vijay, the new complex will house both the Legislative Assembly and the Secretariat. Spread across approximately 20 lakh square feet, it will bring various state government departments together under one administrative hub.
The complex will feature modern facilities, including state-of-the-art fire safety systems, accessibility features for persons with disabilities, ample parking, conference rooms and public service centres. It will also be developed in line with green building standards.
The main objective is to make government operations more organised and efficient. Bringing departments currently spread across different locations under one roof is expected to improve administrative coordination. It will also make government services more accessible to officials, employees and the general public.
What will happen to Fort St. George?
The announcement regarding the construction of the new secretariat does not imply the demolition of the historic buildings at Fort St. George. The government has clarified that the heritage of the historic complex will be preserved.
Fort St. George has been a significant part of Tamil Nadu’s administrative history. As per the Chief Minister’s announcement, the focus will be on preserving the existing heritage buildings and acquainting future generations with their significance.
Thus, the initiative seeks to establish a new administrative system while simultaneously maintaining the historic identity of the old complex.
Plan to boost sports talent through ‘Olympic City’
In addition to the new Secretariat, Chief Minister Vijay announced plans to establish a world-class ‘Tamil Nadu Olympic City’ in Chennai. The project aims to provide state athletes with international-standard training facilities and help increase Tamil Nadu’s medal tally at the Olympics and other major international sporting events.
The proposed sports complex will feature international-standard playing fields and high-performance training centers equipped with state-of-the-art sports gear. Furthermore, centers dedicated to sports science and sports medicine, as well as residential facilities for athletes and coaches, will be developed.
The government’s goal is not merely to provide better facilities for current athletes but also to groom future athletes capable of representing Tamil Nadu at national and international levels.
Racing tracks to be built in ‘Motor Sports City’
The third major announcement concerned the ‘Motor Sports City’. The proposed project envisions developing a motor racing track and modern training facilities that meet international standards.
According to the government, the required infrastructure could be developed to host international motorsport events such as Formula 1, Formula 2, Formula 3 and Formula 4. The project also aims to identify young motorsport talent and provide them with opportunities for training and competitive exposure.
The government believes that a motorsports project of this scale could have benefits beyond sports, boosting tourism, specialised vehicle manufacturing, employment and the local economy.
